SER-DB9-1-5M
A serial lead for equipment that is configured over an RS-232 port.
DB9/RS-232 has 9 pins, but a basic connection only needs 3: pin 2 = RXD (receive), pin 3 = TXD (transmit), pin 5 = GND. The remaining pins carry modem-control signaling most simple serial links don't use.

From the published standard
A DB9 cable carries an RS-232 serial signal: one pin transmits, one receives, one is ground, and the rest handle control handshaking. Today it is mainly used for configuring older equipment or industrial gear that has no newer interface.
