Checks a terminated network cable pair by pair, so a bad crimp is found before the job is handed over.
A basic cable tester checks continuity and correct pin order (matching T568A or T568B) between the two ends of a terminated cable by lighting sequential LEDs per pin -- this catches the single most common field fault (an open or miswired pin), which is a different job from a certifier, the instrument that actually measures real bandwidth capacity.

Installation tools differ fundamentally in what they answer: a tester confirms all eight wires are connected in the right order, a tone tracer injects a signal so the other end can be found in a bundle, and a fault locator measures the distance to a break in a buried cable. Choosing the wrong one means it will not answer the question being asked, however good it is.
