A telephone patch panel is purely passive: each incoming phone line is terminated at a fixed RJ11 port on the panel, turning a tangle of loose wiring into an organised row of ports any line can be connected or disconnected from quickly, without opening a wall or junction box. There is no call switching or routing here — that is what a PBX does, a different device entirely — the panel only terminates and organises endpoints.
