Extends a USB device further from the computer. Past about 5 metres a passive lead stops working reliably, which is why longer versions carry a repeater chip.
USB 3.0's real specified maximum passive cable length is about 3 metres before signal integrity degrades -- a 10m run needs either active repeater electronics inside the cable or a fallback to USB 2.0 speeds; check which this SKU actually does before assuming full USB 3.0 throughput at full length.
