VGA (DE-15) carries 3 analog color signals (R/G/B), separate HSync/VSync timing lines, and a real DDC (I²C) channel on pins 12/15 -- the same "source reads the display's real capabilities" concept as HDMI's DDC, just older. Most of the 15 pins are colour+sync; only 2 carry the actual capability-handshake data.

How it works
VGA is analogue: the voltage on the red, green and blue lines is the brightness of that colour at that instant. That is why it degrades with length, because the voltage itself weakens. Digital HDMI either works or it does not.
